Parkinson's Law in the Pharmaceutical

Unbelievable fight is with us with fake and poor quality drugs. Conducted meetings and conferences, signed the agreement, including international. In the Ministry of Health established Pharmaceutical Inspectorate. Almost every day on the official website of the Ministry of Health publishes the suspension of licenses for farmdeyatelnost - the only thing that has the right Farminspektsiya.
And yet there will be changes in the administrative and criminal law, neither the police nor the doctors nor the pharmacists will not be able to effectively fight counterfeits. The need for such changes it is already several years. Three years ago, Deputy Minister of Health, Anton Katlinsky said that as soon as counterfeiters are punished, this phenomenon is counterfeit drugs virtually disappear. The Ministry of Health even provided input on the production of counterfeit tablets in the prosecutor's office, but the results were not followed.

Changes in the Criminal Code in respect of counterfeiting of drugs do not seem imminent. But other innovations are coming: the government decided to amend the Licensing Act, of which suggested that the paragraph on the need to obtain a license to distribute drugs. Declared the government goal - reduce bureaucracy pressure on the economy. Indeed, the number of bureaucratic bodies is increasing and the demands of their often overlapping. Igor Rudinsky, co-chairman of the Union of Professional Pharmaceutical Organizations, CEO of distribution company "SIA International, said that to them the request comes from the Federal Drug Control Service of sales of hard drugs in the past six months. A week later the exact same request as coming from the central office to combat smuggling of the State Customs Committee. The company works with 14,5 thousand pharmacies, and semiannual report - more than 500 thousand pages of documentation, on volume - five boxes from under the TV. In five of these boxes must be delivered in one, and in another instance. Indisputably, control of trafficking in drugs is necessary - says Rudinsky - but still within reasonable limits.
Paradox: checking instances growing, and in parallel in terms of de facto impunity, the number of counterfeit medicines. According to the Health Ministry and the Ministry of Internal Affairs, from 1997 to 2002 it increased several times and now reaches 12%. Approximately 67% counterfeit produced in Russia, 2% came from CIS countries, and 31% - mostly from South-East Asia.
The question of amending the law on licensing of the 18 September meeting of the Duma Committee on Property and received a negative evaluation. MPs, too, consumers of drugs and, of course, fear that it would open the way to the drug trade the most dubious firms, which often exist only on paper.
Advisor in the State Duma Committee on Health and Sport Tamara Dolgopolov, however, believes that the deputies did not know the essence of the issue: it is proposed not altogether abolish the licensing of various types of pharmaceutical activities (eg, manufacturing, wholesale and retail trade), namely what is called "distributing drugs and medical products. This term is not explained in the legislation, he bears no meaning, so it and want to exclude. "Distribution" could mean anything: advertising, sale, free distribution of drugs to doctors, charitable.
When this matter was considered at the meeting of the Duma Committee on Property, Deputy Minister of Health there waiting Anton Katlinskogo, but he did not come. Members of the Committee on Property unison voted against the bill and recommended it to a deviation when considering the lower chamber. Consider it will probably be in October, and to protect the Government's proposal was appointed just Anton Katlinsky.
